Mission

The vision for the Partnership for Community-Based Services (PCBS), is to ensure that every child in the District of Columbia lives in a safe, stable, permanent home nurtured and supported by healthy families, strong communities and a coordinated cohesive child welfare system of care. The work toward this vision is guided by an approach that is child centered, family focused, community connected, strengths-based, solution focused and culturally responsive. The goal sought by CFSA and the Collaboratives when working with these families is to keep them safe, provide avenues, resources and supports for strengthening and stability, and to keep them together. Cases serviced under the PCBS are assigned a CFSA Social Worker and an FSFSC Family Support Worker functioning as a contact, consulting and monitoring team to obtain and ensure the well-being of children and families.

  • Ensure and maintain child safety
  • Observe and monitor adequate and effective parenting to promote and maintain child safety
  • Advocate and monitor financial housing stability
  • Advocate and encourage strengthened social connections with formal and informal supports
  • Advocate and ensure that families have access to concrete services and supports independently
  • Support caregiver well-being to promote family and child well-being
  • Improve the conditions of child and family status
  • Prevent and reduce allegations of child abuse and neglect
  • Improve access to available community and public resources
  • Improve family engagements and outcomes
